I'm not sure why he's making the dreaded Frowny Sucked-In Lips Face™. Maybe he just saw a screening of Outrage? Maybe he's trying to fight the urge to grope the hot, mustachioed reporter?
All I know is that Frowny Sucked-In Lips Face is politically fatal in 100% of recorded cases. Will Charlie buck the trend?

I'm just wondering why AP's Phil Coale chose to shoot Charlie from this angle. Was he perhaps doing something down there to evoke the FSILF™?
Things are being thrust into his face. Certain instinctive behaviors in this situation would be career-limiting options. Sucked-In Lips is the perfect defense mechanism.

He didn't need any help from the movie Outrage (though it didn't hurt). He's doing just fine in the self-destruction department all by himself, thank you very much. He'll be toast by the end of summer, if not sooner.
