You know, sometimes Condi's major victories as Spokesmodel of State, like helping to plunge the world into war and test-driving electric cars, are so totally impressive that it's easy to overlook her smaller triumphs. Case in point: today's impressively minute moment of triumph, nothing less than a memorandum of understanding with Chile.
